Baltimore City Civil Rights Week 2024 RFP Due May 31st

This year, the Baltimore City Office of Equity and Civil Rights is excited to be hosting the 5th annual Civil Rights Week (October 6th - October 12th) here in Baltimore as we celebrate the 60th anniversary of the historic signing of the 1964 Civil Rights Act. Civil Rights Week is a series of FREE events over seven days which bring together academics, policy makers, service providers, activists, grassroots leaders, and members of all types of communities in our city together. In many respects, Baltimore, is one of the true homes of the civil rights movement. From the founding of the Baltimore City Equal Employment Opportunity Commission in 1956 to the establishment of the Police Accountability Board in 2022, Baltimore and the beautifully diverse people that make up our communities have fearlessly stood at the front lines of this fight. The City of Baltimore and the Office of Equity and Civil Rights are honored to be the beneficiaries of that work and the guardians of that legacy. 

Governor Moore has declared 2024 to be "The Year of Civil Rights"With the same energy and spirit, we are happy to share that our theme for Civil Rights Week 2024 will be "From Protest to Progress!". Put yourself in a reflective and prospective mindset as we dissect false and systemic barriers and take the opportunity to learn about and celebrate the people and ideas that have made Baltimore a more equitable place to live. You can follow the links below to learn more about the different divisions that make up OECR and how your proposal can tie into some of the amazing work they do:

Proposals for programs are now open and will be accepted until May 31st, 2024, at 11:59 PM.

Guidelines for Proposals:  

Proposal topics should be relevant to the main theme of the week, "The Year of Civil Rights: Equity, Then and Now" Proposals should be focused on the local Baltimore (City and/or County) area and how equity, civil rights, and inclusion in process have evolved in Baltimore between the signing of the 1964 Civil Rights Act and today. 

Activists, service providers, policy makers, scholars, clients, artists, and other Baltimore-based change-makers are all welcome as potential panelists! 

When writing the proposal description be sure to include a title and brief (roughly 100 words) description of your proposed panel, workshop, or other interactive formats.

Proposed presenters must have already agreed to participate BEFORE proposal submission. 

No incomplete proposals will be considered. This means all participants must be identified and their contact information provided, and all aspects of the associated program and costs are included in the proposal.

Proposals with any associated costs must include a plan to cover those costs.  

Individuals and organizations who have presented in prior years are more than welcome to submit proposals for this year! However, please be sure that the proposal presents different material than has been presented in the past. 

We do not include panels that are solicitations or advertisements for businesses or personal services. 

Preference will be given to proposals that incorporate the voices of minority, immigrant/refugee, low-income, or LGBTQIA+ communities. We will also give consideration to proposals that include presenters in multiple roles and/or from more than one organization/institution.

For example: (a service provider, scholar, and client from one organization, or representatives from two or more organizations working in collaboration.

Submission Timeline:  

May 31, 11:59pm (EST): Deadline for proposal submission.  

May 15: Notification of acceptances. 

June 28: Participant and OECR Introduction/Q&A Session.

August 1: General registration opens.

August 1st - 15th: Venue walk-throughs.

Sunday, October 6th - Saturday, October 12: Baltimore City Civil Rights Week!

On October 26th, Maryland Begins Property Appraisal & Evaluation Equity Investigation

PUBLIC NOTICE: Task Force On Property Appraisal and Valuation Equity to Hold Public Meeting

NEW CARROLLTON, MD (October 24, 2023) – As mandated by the passage of HB1097 in 2022, the Maryland Department of Housing and Community Development is establishing the Task Force on Property Appraisal and Valuation Equity. The Task Force will:

  • Beginning October 26, 2023, meet monthly through June of 2024
  • Address the persistent misvaluation and undervaluation of property owned by minorities by:
    • studying strategies and actions that will: 
      • help ensure that governmental oversight and industry standards and practices further valuation equity; 
      • increase training of appraisers to combat valuation bias; 
      • remove barriers to entry into the appraisal profession by minorities; 
      • assist in the development of a model for a meaningful reconsideration of value process; and 
      • reduce or eliminate bias related to automated valuation models and alternative property valuation methods; and 
    • identifying legislative or other policy recommendations that will provide a comprehensive and coordinated approach for reducing bias in valuations, through enforcement, compliance, or other methods
  • Report its findings and recommendations to the Governor and General Assembly.

DHCD will hold the first Task Force meeting on October 26, 2023 at 4:00 p.m.  This meeting is virtual, and the public can watch live at the link or join through the phone number listed below.

 Economic Action Maryland June 29th Celebration Honors:  

Brian Frosh to Receive Lifetime Achievement Award from Economic Action Maryland

Economic Action Maryland (EAM) has announced that former Attorney General Brian Frosh will receive our Lifetime Achievement Award for his continued commitment to consumer protections and decades of good work on behalf of working families across Maryland. 

EAM will hold a celebration on June 29th  5:30-8:30 p.m. at the BWI Airport Marriott, 1743 W Nursery Road, Linthicum Heights, MD 21090 to celebrate our economic action champions, enjoy good food and good drinks, and renew our commitment to building an economy that works for all.  There is still time to claim your seat at the table and join us at our Awards Ceremony and Night of Celebration. Elected in 2016, Congresswoman Pramila Jayapal is now serving her third term in Congress representing Washington’s 7th District. She is the first South Asian American woman elected to the US House of Representatives and one of only two dozen naturalized citizens currently serving in the United States Congress.

 

Congresswoman Jayapal is a member of the House Judiciary Committee, where she serves as Vice Chair of the Subcommittee on Antitrust, Commercial, and Administrative Law. She also serves on the Budget and House Education & Labor Committees. 

 

Representative Jayapal has been a leader on immigration and championed legislation to address income inequality, such as the $15 minimum wage and expanded collective bargaining rights for workers. She has worked extensively on healthcare issues as the lead sponsor of the Medicare for All bill in the House, and she is the author of the College for All Act, which would ensure every American has access to higher education. She has authored other landmark pieces of progressive legislation including the Ultra-Millionaire Tax Act, Dignity for Detained Immigrants Act, the Housing is a Human Right Act, and the National Domestic Workers Bill of Rights. She has also helped to introduce the THRIVE Act and other legislation to transition our economy to 100% clean energy and address the crisis of climate justice.

New MEILP Sessions Beginning!!!!

The Maryland Equity and Inclusion Leadership Program (MEILP) is offered jointly by the Schaefer Center for Public Policy at The University of Baltimore and the Maryland Commission on Civil Rights. MEILP It is ideal for experienced and developing professionals from public, nonprofit, and private organizations who want to design, lead, and promote diversity, equity, and inclusion (DEI) initiatives in their organizations.

The program is:

  • committed to helping participants and their organizations become more diverse, equitable, and inclusive

  • combines asynchronous and live online instruction, with peer group interaction

  • comprehensive and academically grounded

  • job relevant and requires participants to complete a  project focused on diversity, equity, and inclusion

  • 8 weeks in length

Federal Advisory Committee on Affordable, Equitable and Sustainable Housing Formed

The Federal Housing Finance Agency (FHFA) has announced that it will establish a Federal Advisory Committee on AffordableEquitable and Sustainable Housing to provide guidance to the government about regulatory or policy changes needed to improve those housing issues. The committee's main activities will be the role of FHFA’s regulated entities, including Fannie Mae, Freddie Mac, and the Federal Home Loan Banks (the Government-Sponsored Enterprises, or GSEs) in supporting liquidity and funding in the single-family and multifamily housing markets.

FHFA Director Sandra L. Thompson commented: “The formation of an advisory committee will better position FHFA to fulfill its strategic goal of supporting access to affordable, equitable, and sustainable housing. Today’s announcement exemplifies our commitment to transparency, ongoing dialogue with stakeholders and the public, and thoughtful policymaking that connects equitable access with safety and soundness.”

Following publication in the Federal Register, the FHFA will be seeking applications and nominations for members, prioritizing relevant expertise related to the GSEs. To ensure diversity in the views represented by members, experience in at least one of the following areas will be required: fair housing, fair lending, or civil rights; single-family lending, servicing, development, mortgages, or capital markets; multifamily lending, servicing, development, mortgages, capital markets, or investments (i.e. Low-Income Housing Tax Credits); consumer, tenant, or community advocacy; market technology; state, local, or tribal government housing policies and programs; and academic or non-academic affiliated housing research.
